If they are cockatiels, they are escapees. Cockatiels are native to Australia. Since they don't have a red cheek patch, I'm not sure if they are cockatiels or not. If you found a bird ID book for Hong Kong, you could probably figure this out.
What you are looking at there are sulfur-crested cockatoos. They are native to Australia, and considered pests. I would assume they are invasive in HK. I've seen them down in Oz, they make a cacophony of noise.
